Preferring instead to focus their attention & resources towards a problem that is impacting voters today: The Global Economy. He goes on further to say, “in 20-30 years from now, when the disastrous effects of this lack of action is causing catastrophic human disasters on a daily basis, today’s world leaders will either be dead, or in nursing homes. The world leaders of tomorrow, young people 18-28 today, will by then have inherited these mammoth environmental problems. Problems, which by this time, may be almost impossible to resolve”.<br /><br />“Hence!” Mr. Phillips states, “the Leaders of Tomorrow, must get involved today, in the decision making processes which will determine the condition of the planet they are destined to inherit. They cannot afford to wait 20 years for the passing of the baton.<br /><br />”Mr. Phillips is asking young people who are keen to have a hand in shaping the future of this planet, to seriously consider nominating to represent their country or state. The challenge would be to establish these benchmarks in the setting of domestic and regional processes across both the developed and developing world. <br /><br />The idea may be receding that there will be a 2nd commitment period that includes almost all the original Annex 1 parties to the Kyoto Protocol. As mentioned in the blog, developed countries such as those represented in the European Union (EU) are already committed to a 3rd phase of the EU Emissions Trading Scheme (ETU) for the period 2013-2020.<br /><br />The UNFCCC process is a dynamic treaty. Its primary rationale will continue to change over time and produce collective agreements that combat the adverse effects of climate change. The basic architecture, however, of the UNFCCC being both substantive (principle of common but differentiated responsibilities) and procedural (consensus rule), makes it difficult to create all-inclusive agreements to address the climate change problem. To construct a balanced path forward, given the template established in the Copenhagen Accord and incorporated formally to the UNFCCC process by the Cancún Agreements, all nations (developed and developing) should commit formally to collective action and contribute to mitigating the dire effects of climate change. Somehow, the USA will fit itself into this structure.<br /><br />Retuning the expectations may be in order for the global negotiating process.
